CONFERENCE “Proactively apply and respond to trade remedies in international trade”

Vietnam’s international economic integration process has been extremely extensive and strong in recent years. One of the proofs of this integration is Vietnam’s participation in the signing of free trade agreements. Up to now, Vietnam has participated in 17 Tentative Trade Agreements (FTAs). In particular, new-generation FTAs have opened up many opportunities for goods exports as well as demonstrated the production capacity and position of Vietnam’s exports in many markets around the world. In that context, Vietnam’s exports face more cases of investigation and application of trade remedies from abroad. Enterprises that do not meet the requirements of the investigating agency are highly likely to receive adverse results, as shown by being subject to high tariffs when exporting to the market applying trade remedies measures. Meanwhile, trade remedies tools, if properly applied, will be a shield to protect domestic manufacturing enterprises against unfair competition from imported goods.

 Trade remedies, including anti-dumping, anti-subsidy and safeguard measures, are regulated both within the framework of the WTO as well as bilateral and multilateral FTAs. Understanding the contents of trade remedies is extremely important for Vietnamese manufacturing and exporting enterprises to proactively respond promptly in case their exports become the subject of foreign trade remedies investigations. In addition, Vietnamese domestic manufacturers also need to master regulations and proactively apply trade remedies to protect themselves in the context of rapidly increasing imports of goods into the Vietnamese market.

As a bridge to spread knowledge about international trade issues, the Management Board of the WTO Chair Programme Phase 3 at Foreign Trade University (WTO Chair Programme Phase III, abbreviated as WCP-FTU) will organize a conference with the theme: “Proactively applying and responding to trade remedies in international trade”. On the basis of analyzing the contents of trade remedies, the conference will help Vietnam’s manufacturing and exporting enterprises proactively apply and respond promptly to trade remedy cases, in order to reasonably protect domestic manufacturers.

At the conference, representatives from the rade Remedies Authority of Vietnam (TRAV), Foreign Trade University (FTU) and Vietnam Steel Association (VSA) will present the current situation of applying trade remedies measures to imported goods as well as experience in responding to trade remedies investigation cases for Vietnam’s exports. Afterwards, experts will participate in a roundtable discussion to discuss the practice of appealing (abroad) and petition (in Vietnam) as well as the difficulties and problems of businesses and associations, thereby proposing solutions to proactively apply and respond to trade remedies
