1. Organization and activities

Permanent Mission of the Socialist Republic of Vietnam to the United Nations Office, the World Trade Organization and other International Organizations at Geneva, Switzerland (hereinafter below) (referred to as the Mission) is the official representative agency of the Socialist Republic of Vietnam in relations with the United Nations, WTO and other international organizations in Geneva, in accordance with the relevant international treaties to which Vietnam is a signatory. The Mission has its own headquarters in Geneva; have an account and seal bearing the national emblem. The Mission operates based on general funding provided by the state budget in accordance with law.

 

The Mission performs the following rights and duties:

– Represent the Socialist Republic of Vietnam beside the United Nations, WTO and other international organizations in Geneva.

– Protect the rights and interests of the Socialist Republic of Vietnam at the United Nations, WTO and other international organizations in Geneva.

– Promote cooperative relations between the Socialist Republic of Vietnam and the United Nations, WTO and other international organizations in Geneva, as well as with member countries of international organizations there; take advantage of the technical assistance and cooperation of international organizations for the cause of national development.

– Perform consular duties to protect the rights and interests of the State, legal entities, and Vietnamese citizens in accordance with the provisions of the laws of Vietnam and the host country.

– Participate in signing and acceding to international treaties in accordance with law.

– Perform state management over the activities of the Socialist Republic of Vietnam in addition to the United Nations, WTO and other international organizations in Geneva.

– Organize the implementation of administrative reform according to the programs, plans and guidelines of the Government, the Prime Minister, and the Minister of Foreign Affairs; carry out the settlement of complaints and denunciations, fight against corruption, fight waste, practice thrift in accordance with law.

– Implement the regulations of the State and the Ministry of Foreign Affairs on administrative work, accounting, finance, clerical work, archives, protection of State secrets, assurance of agency safety and labor discipline. 

– Manage, use, and protect the Delegation’s assets and facilities and use funds allocated by the state budget in an economical and efficient manner in accordance with law.

– Perform other duties and powers under the direction, assignment or authorization of the President, Prime Minister, Minister of Foreign Affairs and in accordance with law; implement the direction of the Minister of Industry and Trade on WTO-related tasks.

 

The organizational structure of the Delegation includes: the United Nations Chamber and other international organizations, the WTO Chamber and Multilateral Trade Cooperation Affairs, the Office of the Mission. 

– The United Nations Chamber is responsible for handling issues related to the operation of the Socialist Republic of Vietnam at United Nations Organizations located in Geneva, including the Human Resources Council, the Conference on Disarmament and other economic and political issues, multilateral international cooperation and other expertise as assigned by the Ambassador, Head of the Mission, in accordance with current regulations.

– The WTO Chamber is responsible for handling issues related to the participation of the Socialist Republic of Vietnam in the WTO and multilateral economic and trade cooperation issues as well as a number of other works according to the provisions of law. assignment of Ambassador, Head of the Mission.

– The Mission’s Office is in charge of administrative, clerical, administrative, financial, community, consular, reception, and a number of other internal, external and professional issues by the Ambassador, Head of the Mission assignment team.

2. Contents of collaboration

Within the framework of cooperation with the World Trade Organization (WTO) under the WTO Chairs Program, on November 4, 2022, Ambassador Le Thi Tuyet Mai, Vietnam mission to the UN and the WTO at Geneva have signed a Memorandum of Understanding on cooperation between the Mission and the Foreign Trade University (FTU) Hanoi on cooperation and support for FTU in various fields in the WTO Chairs Program for the term 2022-2026. The parties commit to cooperate with each other in the following activities:

– Under Curriculum Development and Teaching pillar, the Vietnam mission to the UN and the WTO at Geneva is committed to cooperating in the designing and teaching (if needed) of new courses, namely new short courses for policymakers, lecturers and new academic courses for students, employers.

– Under Research pillar, the Vietnam mission to the UN and the WTO at Geneva is willing to support relevant research projects under the Vietnam WTO Chairs Programme Phase III Project.

– Under Outreach and Event Activities pillar, the Vietnam mission to the UN and the WTO at Geneva is committed to promoting and supporting events such as (1) placing the link and logo of “WTO Chairs Programme” on the website of the Vietnam mission to the UN and the WTO at Geneva, (2) facilitating Vietnam International Trade (VIT) Forum organized by the FTU, (3) sending experts and/or writing articles/comments for seminar/conferences (if needed).
